Both Building and Development Permits are required for most building construction and additions in the City of Lloydminster.  These permits are available at the Planning and Development Department in City Hall.  The building permit process consists of three stages. They are:

  • Application – application submitted with 3 sets of complete building plans, fees, damage deposit form, plumbing permit, attached approved Development Permit, sealed drawings where required.  With concurrent Development and Building Permit applications, both will be reviewed within this timeline.
  • Plan Review and Circulation – plans are reviewed for completeness, ensure conforms to National Building Code, and city bylaws & standards.  More complex and new developments may be circulated to other agencies & departments for approval and comments.
  • Building Permit Approved, or Approved Conditionally – Building Officer issues permits or requires applicant to resubmit further details.  There is no formal appeal mechanism.

Five inspections are conducted during the construction period of the development for new homes.  These inspections occur at the following stages:

  • Prior to pouring the footings
  • Prior to backfilling the foundation
  • Prior to applying insulation
  • Prior to applying drywall
  • At completion and prior to occupancy
As well, inspections are conducted for wood stoves, garages, basements, fireplaces, as well as plumbing groundwork, plumbing rough in and final plumbing inspection.  The owner/contractor is required to notify the City of Lloydminster, Planning and Development Department at least 24 hours in advance for all inspections.
